APA – Ndjamena (Chad) The agreement was signed on 31 October 2023 between the Chadian government and ‘Les Transformateurs’ party in the DRC capital Kinshasa.
Seventy-two hours after the signing of the Agreement in Principle between the Chadian government and ‘Les Transformateurs’ party, we know a little more about its content.
At a press briefing on 3 November, the Minister for National Reconciliation, Abdramane Koulamallah, unveiled the contents.
In this agreement in principle, the Chadian government undertakes to facilitate the return of Dr. Succes Masra and his team from exile in legal security by guaranteeing the free exercise of their political activities in compliance with the law in force.
The government also undertakes to make representations to the judicial authorities for the suspension of the international arrest warrant issued against Dr. Succes Masra on 8 June 2023.
The final commitment made by the Chadian government is to initiate a general amnesty law for all civilian and military actors involved in the events of 20 October 2022.
‘Les Transformateurs’, represented by its president Dr. Succes Masra, is committed to continuing the dialogue with the government with a view to a peaceful solution involving all players not included in the current transition process.
The president of the party also undertakes to work to promote actions that will facilitate a return to constitutional order within the allotted time frame.
Lastly, ‘Les Transformateurs’ undertakes to respect the fundamental laws and freedoms guaranteed by Chad’s legal system and to work for national unity.
In the event of non-compliance with the terms of this agreement, the matter will be referred to the ECCAS facilitation team led by the Congolese President, Felix Tshishekedi, who will call the defaulting party to order.
For the return of the leader of the ‘Transformateurs’, Dr. Succes Masra and his team to Chad, the ECCAS facilitation has undertaken to appoint a team to accompany him.
According to the Minister for National Reconciliation, the return is scheduled for 3 November 2023.
