The general polls will comprise presidential and parliamentary elections alongside, for the first time, the indirect election of provincial governors.
According to Cuinica, with only eight months until the elections, the government has less than the money required.
He said the funds available represent 44 percent of the $245 million needed for the entire process.
“The funds are needed for the production of election material, the supply of equipment, and staff training and the moment we have deficit of $128 million”, Cuinica told a media briefing in Maputo on Friday.
Despite this, Cuinica argued that “the conditions are being created in all provinces, with the electoral bodies developing strategies to deal with the situation in coordination with the other partners involved in the process”.
Under the electoral calendar, voter registration will take place in the districts not lying within municipalities between 1 April and 15 May.
During this period the electoral body will update the data on districts within municipalities.
The municipal elections were held last October so there is only a limited need to update voter registers in these districts.
Meanwhile, voter registration for those living abroad will take place between 16 April and 15 May.
The voter registration will be carried out by 16,000 members of 5,300 brigades and will cover 7,500 localities.
