The Transition Military Council (TMC) in Chad which took over the country after the death of Idriss Déby Itno was confirmed, has approved a basic blueprint containing 104 articles.
Under the terms of the so-called Transition Charter published on Wednesday evening, there are now three bodies in Chad namely the Military Transition Council, the National Transition Council and the Transition Government.
Mahamat Idriss Déby, son of the late president wields most of the power.
The 37-year-old four-star general chairs the Military Transition Council, “the body that defines and guides issues of peace, stability and national security.”
The CMT also sets “the main orientations of the economic, social and cultural policy.”
According to the charter, the head of the Military Transition Council holds “the functions of President of the Republic, Head of State and Supreme Chief of the Armed Forces. He ensures that the Transition Charter is respected. As head of the administration, he ensures through his arbitration the functioning of the public authorities as well as the continuity of the state.”
The second body, the Transition Government, comprising a Prime Minister and ministers, “conducts and executes the policy of the nation defined by the Transition Military Council.”
Finally, the National Transition Council, whose members are appointed by the President of the Military Transition Council, exercises “legislative functions” and will be responsible for “examining and adopting the draft constitution.”
The transition promised by the military leadership is to last 18 months before general elections are held.
