The Ghanaian Times says, Prof. Philip Ebow Bondzie-Simpson, the Rector of the Ghana Institute of Management and Public Administration (GIMPA), has urged government to make the constitution functional to promote effective performance of the various constitutional bodies.
“This would help make the constitution a functional document and promote constitutionalism,” he said, during his maiden address on the event to mark National Constitution Day in Accra on Monday.
“We need a fully functional constitution and not a mere constitution. We have done well, but there is more room for improvement,” he added.
The Daily Graphic said Prof. Bondzie-Simpson proposed that the system where ministers were selected from members of Parliament be scrapped to enable legislators concentrate on their law making duties.
He said combining ministerial duties with legislative ones has resulted in some deficit in Parliament, with some members absent during the passing of critical laws.
