Senegal is making progress in implementing the UEMOA reforms. According to the Minister of Finance and Budget, Cheikh Diba, the country has reached a rate of 77.5 percent in 2023 compared to 74.5 percent in 2022, an improvement of 3 percentage points.
“This improvement can be explained in particular by the good performance recorded in the reforms related to economic governance, the common market and sectoral reforms,” Diba said during the policy phase of the 2023 UEMOA annual review.
Speaking in Dakar on Friday during the political phase of the 2023 UEMOA annual review, the minister said that this encouraging result was the fruit of the efforts made by the various stakeholders in the Senegalese administration, with the constant support of the highest authorities.
“This improvement can be explained by the performance recorded in the implementation of reforms relating to economic governance and convergence (+2.5 points), the common market (+5.7 points) and, to a lesser extent, sectoral reforms (+1.1 point),” he explained.
A total of 131 reforms and 7 joint projects were examined during the technical phase of the review, which took place in Dakar from 30 October to 2 November.
The minister praised the importance of these annual reviews initiated by the UEMOA, which provide a framework for assessing the progress made and identifying the measures to be taken to consolidate performance and correct shortcomings.
“They also allow public administrations to share successful experiences in terms of reforms, policies, programmes and projects,” Diba noted.
With regard to the other member states, the minister noted that, overall, significant progress had been made, while stressing the need to continue efforts, in particular to complete the procedures for validating documents and monitoring community programmes.
Diba reaffirmed the Senegalese government’s commitment to taking all the necessary steps to strengthen the application of reforms and the implementation of EU policies and projects, under the impetus of the commission.
At the end of this political phase, the results will be presented to the prime minister during an audience with the president of the WAEMU Commission, Abdoulaye Diop, in the presence of the finance minister.
