Prime Minister, Ousmane Sonko Tuesday took a firm decision when he published an order instructing the Directorate for Surveillance and Control of Land Use (DSCOS) to suspend all construction and other work on the former public maritime domain (DPM) in the Dakar region.
This suspension will run for a period of two months from 13 May 2024. This move follows the creation of a special commission responsible for monitoring and verifying titles and occupations on the old and new areas of the DPM in Dakar. This commission, under the aegis of the Prime Minister’s Office, will be responsible for verifying the legality and conformity of the permits issued and the occupations carried out in the areas concerned. Its members include representatives of key institutions of the republic, such as the National Assembly and the Economic, Social and Environmental Council (CESE), as well as the government and a number of other stakeholders in land issues. Land tenure, the source of many of the country’s social conflicts, has been a major concern for the various regimes that have ruled the country. For many years, a large part of the population of Dakar has been complaining about the appropriation of coastal land by private individuals, which has led to the privatisation of land and cut off access to the sea for many.
