Sierra Leone’s Ministry of Transport and Aviation released its 2024 Agency Performance Scores during an inter-agency meeting held on January 16th.
The meeting aimed to review agency performance, set targets for 2025, and reinforce a culture of accountability within the sector. Permanent Secretary Charles Kamanda highlighted that agencies had signed performance contracts with the Minister in May 2024, outlining objectives for the year.
Minister of Transport and Aviation, Ambassador Colonel Retired Alhaji Fanday Turay Esq., commended agencies for their efforts in 2024, urging them to strive for further improvement in the coming year. The performance evaluation was based on five criteria: Policy, Strategy, and Legislation Support; Institutional Administration & Management; Service Delivery; Financial Stewardship; and Accountability & Corruption Eradication. Each criterion was weighted equally at 20%.
The Sierra Leone Ports Authority (SLPA) emerged as the top performer with a score of 63% (grade B), followed closely by the Sierra Leone Civil Aviation Authority (SLCAA) with a score of 60.5% (grade B).
The Sierra Leone National Shipping Company (SLNSC) scored 52% (grade C+), while other agencies, including the Sierra Leone Airports Authority (SLAA), Sierra Leone Maritime Administration (SLMA), and Sierra Leone Roads Safety Authority (SLRSA), received scores ranging from 49.5% to 51.0% (grades C+ to C-).
However, the Sierra Leone Airport Authority International and Inland Boat (SLAAIIB) and the Sierra Leone Public Transport Authority (SLPTA) scored 27.5% and 12% respectively, both receiving a grade of F.
Assistant Director of Transport William Morgan emphasized that the evaluation highlighted the importance of thorough documentation and data submission for accurate assessment. He urged all agencies to submit their 2025 performance targets by January 31st for the signing of new performance contracts by mid-February.
The Ministry stressed the importance of aligning agency operations with strategic objectives to achieve overall sector goals while promoting a culture of accountability and transparency.
