Monday’s decrees by President Bashir threaten ten-year jail term or a $1000 fine for would-be offenders.
Security forces have been handed powers to enter any building, search, and arrest suspects.
The decrees came amid fresh protests on Monday in several parts of the capital Khartoum including an area near the presidential palace where police fired tear gas to disperse hundreds of demonstrators demanding an end to Bashir’s rule.
Last Friday, the president named 17 Major-Generals and Lieutenant Generals as governors of some states after imposing a one–year national state of emergency and dissolved federal and state governments.
Nationwide protests against Bashir, in power since a coup in 1989, entered their third month this week.
According to activists, 59 people were killed by security forces and over three thousands arrested in a violent government crackdown on protesters since December.
Bashir is wanted by the International Criminal Court over crimes against humanity and genocide in the conflict-riven region of Darfur, western Sudan.
