The measure does not apply to private community or religious schools.
In a decree dated March 4, 2023, the transitional Prime Minister, Saleh Kebzebo, suspended the creation of private schools throughout Chad, for at least two years. This measure was taken on the proposal of the Minister of National Education, Moussa Kadam.
Community and religious schools are exempt from this measure. However, the request for their creation must be subject to a thorough examination, the document states. Those already in existence will be reviewed and checked for compliance.
In Chad, the creation of a private school is governed by Decree 693 of March 13, 2015. To control the compliance of these schools, a National Control Commission is created for this purpose.
In 2018, more than 100 private schools were closed in Ndjamena for non-compliance.
