Berlin has announced the suspension of new financial aid to Rwanda, citing allegations that Kigali is backing the M23 rebel group active in eastern Democratic Republic of Congo (DRC).
Germany’s Ministry of Development stated that this decision includes a restriction on bilateral cooperation and a reassessment of ongoing development projects with Rwanda.
Berlin also called on Kigali to withdraw its troops from eastern DRC and cease all support for the M23.
This move follows a series of similar actions by other nations, including Belgium.
In February 2025, Rwanda halted its development cooperation with Brussels, accusing the Belgian government of waging an “aggressive campaign” to limit the country’s access to development funding over the DRC conflict.
The M23, regarded as the most powerful armed group in eastern Congo, currently controls the capitals of North Kivu and South Kivu provinces, areas rich in valuable mineral resources.
