Rwanda Investigation Bureau (RIB) on Monday confirmed the arrest of Dr Emmanuel Nibishaka, former top diplomat in New York (USA) currently serving as the Deputy Chief Executive Officer of Rwanda Governance Board (RGB) over fraud and use of forged documents.
According to the police, Nibishaka is currently detained at a police station in Kigali as his case file is being compiled for prosecution.
Initial investigations show that Nibishaka is alleged to have collected money from people in exchange for US visas.
“Nibishaka is accused by different people who have testified that he took money from them with the promise to help them get visas to be able to travel to the USA,” RIB spokesperson, Thierry Murangira said.
It said that the suspect was unable to help these people and never returned the money he received.
Prior to his current position, Dr Nibishaka served as the Secretary General of the Rwanda Human Rights Commission.
