Against a backdrop of regional tensions, Algeria is preparing to strengthen its legal arsenal in defense matters.
A draft law on general mobilisation, recently examined by the Council of Ministers, provides for enhanced coordination of the state apparatus in the event of war or major crisis, with expanded powers entrusted to the government.
The Algerian Council of Ministers examined a draft law defining the modalities for implementing general mobilisation, against the backdrop of growing regional tensions.
The text, based on Article 99 of the constitution, specifies the organisation of the national effort in the event of a major crisis or war.
According to El Khabar, which reports having consulted an official document, the bill provides for a coordinated mobilisation of several ministries under the leadership of the Ministry of National Defense.
The Ministry of Foreign Affairs will be responsible for raising awareness among the diaspora and strengthening Algerian diplomacy, while the Ministry of the Interior will oversee the management of
civilian databases and internal security.
The ministries of industry will adapt production to military needs, transportation will organise the delivery of resources, and health will prepare hospitals for emergencies.
The plan also provides for the construction of critical infrastructure by Public Works ministry and a rapid transition between peace and war, by immediately activating available human and material resources.
The bill grants the government extensive powers, including the requisition of goods and people, with fair compensation.
Sanctions are provided for any attempt to disrupt the mobilisation, including fines of 20,000 to one million dinars and prison sentences of up to ten years.
