Central to this ambitious and socially-focused plan is the National Initiative for Human Development, which aims to accelerate the economic inclusion of youth and bolster human capital. The government’s approach seeks to strengthen the country’s economic foundations while addressing urgent social and territorial issues through concrete and diverse measures.
As a first step, the Prime Minister has directed that 16.5 billion dirhams (approximately 1.54 billion euros) be allocated to the Compensation Fund. This funding demonstrates the government’s commitment to continue subsidizing essential products such as butane gas, refined sugar, and wheat flour to support Moroccan households.
The ministerial document also indicates that the government will maintain efforts in the realm of social taxation, including exemptions on essential consumer goods to help families manage their budgets. Additionally, support for agricultural inputs like animal feed and fertilizers will remain crucial for ensuring the sustainability of the nation’s agricultural resources.
In the wake of the Al Haouz earthquake near Marrakech, the government under Prime Minister Aziz Akhannouch is intensifying its reconstruction program. To date, 59,438 damaged buildings have been identified, and 1.4 billion dirhams have been allocated to assist approximately 57,000 beneficiaries. A first tranche of grants, amounting to 20,000 dirhams per beneficiary, has been distributed to facilitate rehabilitation and reconstruction efforts.
To enhance the impact of these initiatives, technical assistance has been provided to victims, and a monitoring system for building material prices has been established. Additionally, building permits are now issued using modern technologies, such as drones, allowing for processing without delays related to rubble removal.
The law also addresses spatial and social inequalities by targeting 1,243 municipalities with a budget of 45 billion dirhams (4.2 billion euros). This initiative is expected to primarily benefit the rural population, totaling 14 million citizens, while promoting equal opportunities nationwide.
Moreover, the government aims to expand its home ownership support program, assisting nearly 110,000 households annually by 2028, which will require an annual budget of 9.5 billion dirhams. Since its inception, this program has already helped 18,000 families secure permanent housing in decent living conditions.
Additionally, the Moroccan government is committed to eradicating slums by 2029. This initiative aims to relocate 120,000 families, with the overarching goal of transforming all Moroccan cities into slum-free zones to improve living standards.
The National Initiative for Human Development (INDH) reinforces its aim to enhance the economic integration of youth and elevate the value of human capital. Efforts will be intensified to empower women, protect victims of violence, and ensure the integration of individuals with disabilities in all aspects of public life.
