APA-Conakry (Guinea) Since the axe fell on senior functionaries in Guinea permanent secretaries of ministries are in charge of managing the country’s affairs until a new government is formed.
General Mamadi Doumbouya, President of the Guinean transition, took the decision to dissolve the government led by Prime Minister, Dr. Bernard Goumou on Monday 19 February, in an announcement made by General Amara Camara, Minister and Secretary General at the Presidency.
This decision comes at a time of crisis within the Guinean government.
Tensions have recently arisen, notably between the Prime Minister and the Minister of Justice, Alphonse Charles Wright. Exchanges of letters between the two senior officials have highlighted profound disagreements on crucial issues.
The Prime Minister clearly asked his Minister of Justice to suspend the latter’s injunctions against public administration executives and those of communal executives regarding legal actions, on the grounds that this had an impact on the proper functioning of the state.
The Keeper of the Seals retorted that these actions could neither be stopped nor suspended.
This internal dissension, combined with other sources of tension within the government, led to the dissolution of the team headed by Bernard Goumou, first appointed on 16 July 2022.
From now on, current affairs will be managed by the secretaries-general, chiefs of staff and their deputies, under the supervision of the National Committee of the Rally for Development.
