Senegal’s Directorate-General of Prison Administration (DGAP) hosted a delegation from Gabon’s Ministry of Justice on October 19, 2026, led by Augustin Emane, Minister of Justice and Keeper of the Seals, in charge of Human Rights and Prison Security, for an exchange of experience on electronic monitoring.
The Gabonese justice minister’s working visit to Senegal focused primarily on the electronic ankle bracelet monitoring system, introduced in Senegal in 2020 as part of efforts to diversify criminal sanctions and expand alternatives to imprisonment.
Gabonese authorities hope to draw on Senegal’s experience to explore solutions to the challenges of prison overcrowding and help improve detention conditions while safeguarding human rights.
Through this initiative, the two countries aim to share best practices and strengthen technical exchanges on prison management.
Electronic monitoring is emerging as an area of interest for diversifying criminal justice measures and supporting the modernisation of their prison systems.
The meeting between the two institutions reflects Senegal and Gabon’s determination to deepen judicial and prison cooperation by prioritising the exchange of experience and the search for solutions suited to the specific circumstances of their respective systems.
