Guinea’s institutional drive to modernize its public sector reached a key milestone on Wednesday, October 21, 2026, as stakeholders convened in Conakry to review and validate the regulatory framework governing electronic signatures.
Organized by the Ministry of Administrative Modernisation and the Civil Service, the validation workshop brought together government officials and technical experts to establish a legal foundation that secures digital documents, ensures user data protection, and accelerates the transition toward a paperless state administration.
Presiding over the session on behalf of the Prime Minister, Dr. Daouda Kamissoko emphasized that technical reliability and legal authenticity are paramount to establishing public trust in digitized civil services. Minister Faya François Bourouno called for the rigorous alignment of draft regulations to ensure a coherent legal structure that establishes clear responsibilities across state institutions, grants full legal equivalence to electronic credentials, and safeguards citizens’ administrative rights.
Aligned with the broader Simandou 2040 strategic development vision, the rollout of electronic signatures aims to reduce processing times, eliminate physical paperwork, and lower operational costs for citizens and commercial enterprises alike. Moving forward, public sector authorities face the challenge of executing the technical implementation, upgrading digital infrastructure, and ensuring seamless adoption across government departments to turn the regulatory framework into secure, accessible public services.
