Members of Guinea’s National Assembly commenced a capacity-building workshop on Wednesday, October 21, 2026, in Conakry to deepen their technical understanding of public financial management and programme-based budgeting.
Organized jointly by Parliament and the Ministry of Economy, Finance and Budget, the training initiative aims to strengthen the legislature’s capacity to scrutinize state budgetary allocations, monitor public expenditure, and evaluate administrative performance against defined national benchmarks.
The structural transition to programme-based budgeting represents a shift in Guinean fiscal governance, moving away from conventional line-item departmental funding toward a framework anchored in objective-driven performance indicators and measurable results. Speaking at the opening ceremony, the Minister of Economy, Finance and Budget commended National Assembly Speaker Dr. Dansa Kourouma for leading the initiative, emphasizing that effective parliamentary oversight is essential to ensuring public funds directly align with national development priorities, including President Mamadi Doumbouya’s long-term Simandou 2040 strategic vision.
While the technical sessions equip lawmakers to track government commitments and assess the direct impact of state spending on public welfare, institutional observers note that the ultimate success of the reform hinges on sustained inter-branch cooperation, timely access to verified execution data, and rigorous parliamentary follow-up. Moving forward, Guinean authorities intend to embed these performance-based tools into routine legislative practice to enhance fiscal transparency, streamline resource allocation, and optimize governance standards across the public sector.
