Just hours after his appointment by President Michael Randrianirina, Prime Minister Andriamatoa Herintsalama Rajaonarivelo took immediate action this Tuesday, October 21, by ordering a comprehensive inventory of state assets and establishing strict operating rules for public services.
These initial measures are designed to safeguard state property and regulate operations while the transitional government is being fully established.
According to instructions issued by the Prime Minister’s Office, all senior officials across ministries and affiliated agencies must now: Draw up a complete inventory of all state assets, including office equipment, furniture, rolling stock, and IT equipment. Document all pending and ongoing files. Ensure the regular and continuous operation of services. Strictly comply with austerity measures. Refrain from leaving the country without authorization from the Prime Minister’s Office until management audits are completed (within a maximum of three months).
Crucially, all credit commitments are suspended, with the sole exception of food expenses.
Rajaonarivelo, a former President of BNI Madagascar, is recognized for his strong background in economics and management, positioning him to lead necessary public and private sector reforms.
The Prime Minister’s initiative follows the first official outing of President Michael Randrianirina, who was sworn in on October 17. Last Saturday, the Head of State visited the Ambohimanambola electricity generation camp near Antananarivo to assess the situation and meet with representatives. During the visit, he acknowledged “many problems,” some of which “can be resolved quickly,” while others “will require more time,” reiterating his commitment to resolving them all.
During his swearing-in, Colonel Randrianirina appealed to the international community and financial partners to support Madagascar’s national reconstruction effort, emphasizing the need to prioritize development, respond to the aspirations of young people, and restore public order.
