The Moroccan capital, Rabat, will host the first International Conference dedicated to African victims of terrorism on December 2-3, 2025, according to an official announcement in the kingdom.
Organised by the Ministry of Foreign Affairs, African Cooperation, and Moroccans Living Abroad, with the support of the United Nations Office of Counter-Terrorism (UNOCT), the meeting is a groundbreaking initiative that places African victims of terrorism at the heart of strategic discussions on preventing and combating violent extremism.
Representatives of African governments, international and regional organisations, as well as associations of African victims of terrorism, researchers, and specialised experts will participate in
this two-day conference.
Talks will focus on the essential role survivors can play in prevention and resilience initiatives, through their testimonies, experiences, and participation in the reconstruction of affected communities.
Participants will also exchange views on key themes, including the human consequences of terrorism and the legal, institutional, and socio-economic challenges related to supporting victims.
This meeting is part of the partnership between Morocco and the United Nations Office of Counter Terrorism (UNOCT), notably through the establishment of the UNOCT Programme Office for Africa in
Rabat.
Speaking at the 2025 Ministerial Meeting of the Group of Friends of Victims of Terrorism, organised in September 2025 by UNOCT in collaboration with Iraq and Spain, was the Moroccan Minister of
Foreign Affairs, Nasser Bourita stated that the Rabat conference “will mark a turning point in the international approach to supporting victims on the continent,” emphasising that African victims of
terrorism, if supported and empowered, can become powerful voices against radicalisation and extremism.
The minister also reaffirmed Morocco’s commitment to promoting the rights and protection of victims of terrorism, particularly on the African continent, where “nearly 60% of the world’s victims are recorded.”
