The Addis Ababa Police Commission has indefinitely banned the use of two-wheeled motorcycles across the capital, with the restriction taking effect on September 26, 2026.
The ban applies to all two-wheeled motorcycles except Code 4 motorcycles and those operated by the police, according to the commission.
Police said they have arrested several suspects on alleged robbery and theft offences which were done using motorcycles.
Motorcycles were also being used to move between locations and transport stolen property, the commission said.
The police cited traffic violations as a second reason for the measure. They said a significant number of motorcycle riders had been involved in violations including running red lights, leaving the scene after collisions, riding without helmets and using obscured or difficult-to-read license plates.
The commission said the restriction was introduced to prevent crime and strengthen enforcement of traffic regulations involving motorcycle riders.
The move comes against the background of previous efforts by the city administration to regulate motorcycle use through licensing and inspection requirements. The Addis Ababa City Administration issued separate directives on motorcycle licensing and inspection and on motorcycle transport services in 2019.
Motorcycle use has also previously been subject to restrictions and regulatory changes in the capital. In 2019, the city introduced a regulatory framework that included licensing requirements and controls on motorcycle operations.
The police have instructed motorcycle owners and riders to comply with the latest restriction and said legal action would be taken against those who continue to operate motorcycles in violation of the order.
