President Hakainde Hichilema has appointed and sworn in the first four ministers of his new cabinet, ending weeks of speculation over delays in forming the government following last month’s elections.
The appointments were Situmbeko Musokotwane, re‑appointed as Minister of Finance and National Planning; Mulambo Haimbe, returning as Minister of Foreign Affairs and International Cooperation; Roma Chilengi, former Director‑General of the Zambia National Public Health Institute, named Minister of Health; and Gilbert Siame, a University of Zambia academic, appointed Minister of Green Economy and Environment after his nomination as Member of Parliament.
Speaking at State House on Monday, Hichilema urged the ministers to uphold national interests, maintain confidentiality and embrace collective responsibility.
He warned that deviation from cabinet decisions would mean “the point of exit.”
“Our charge is clear: advance the Grow Zambia Agenda by putting our nation first, upholding integrity, rejecting corruption, working hard and smart, and delivering measurable results for our people.”
He reiterated the “Grow Zambia Agenda” as the guiding framework for economic expansion, job creation, and funding of social programmes such as free education, cash transfers and drought relief.
The delay in announcing the cabinet had drawn public attention, with observers noting that the president was under pressure to balance continuity with fresh appointments.
Hichilema said the new ministers must serve with humility, integrity and innovation, leveraging technology to deliver results.
“Public office is a trust. Every ministry must therefore become an engine of the Grow Zambia Agenda, driving investment, production and job creation, strengthening public services and translating economic growth into improved livelihoods for every Zambian,” he said.
