The Council of Ministers meeting in Dakar on Wednesday was marked by a focus on streamlining the semi-public sector.
The government aims to eliminate and reorganise several public entities in order to modernise the administration, reduce spending, and strengthen governance.
Chaired by President Bassirou Diomaye Faye, the Council of Ministers reviewed the streamlining plan presented by the Prime Minister. This reform is part of a broader strategy to modernise public services, reduce government spending, and optimise public finances.
According to the official statement released to APA, a working group conducted a comprehensive analysis of the semi-public sector.
Following its work, the plan proposes the elimination of nineteen entities representing a combined budget allocation of 28.051 billion CFA francs in 2025, an estimated annual payroll of 9.227 billion CFA francs for 982 employees, and a total debt of 2.6 billion CFA francs as of December 31, 2024.
The plan also includes the repositioning of ten other entities through the redefinition of their missions, the updating of their legal framework, and the improvement of their operational models.
The objective is to eliminate overlapping responsibilities, strengthen synergies, and ensure greater coherence in public action.
According to government projections, this operation should generate cumulative net budget savings estimated at 55 billion CFA francs at least, over the next three years.
The prime minister emphasised that this streamlining must be accompanied by a substantial improvement in the governance of the semi-public sector. He emphasised the importance of controlling staffing levels and salaries, harmonising pay scales, optimising the use of budgetary funds, adhering to standards for establishing structures, and strengthening control and evaluation mechanisms.
An interministerial committee will soon be established to oversee the implementation of the reform.
The finance minister has been instructed to ensure strict adherence to the responsibilities of
oversight bodies and to provide them with the resources necessary for their optimal operation.
Through this reform, the government intends to refocus the state on its strategic missions, improve the efficiency of public spending, and enhance transparency in the management of public affairs.
