The city of Luanda will host the 4th Pan-African Biennale for the Culture of Peace on October 22 and 23, 2026.
Organised by the Angolan government, the African Union, and UNESCO, this edition will place water governance at the heart of the discussions, under the theme: “Strengthening water governance in Africa as a tool for conflict prevention, mediation, and resolution.”
The gathering will bring together heads of state and government, youth representatives, experts, and international partners to reflect on how cooperation around water can consolidate peace and societal resilience, as well as foster regional integration.
UNESCO’s World Water Report notes that agriculture accounts for nearly 79% of freshwater withdrawals in Africa, yet only 5% of irrigated land in sub-Saharan Africa utilises available groundwater resources.
In 2024, only 58% of Africans had access to basic drinking water services, and 47% to sanitation services.
Women remain disproportionately affected by these inequalities.
