The Algerian Investment Promotion Agency (AAPI) has officially launched the processing of applications for the
conversion of usufruct rights into full ownership for investors.
The new measure marks a significant step in Algeria’s policy to enhance the value of commercial land.
According to an internal memo, the procedures are carried out through decentralised one-stop shops to expedite the review of applications and ensure optimal processing.
This approach is part of the implementation of the regulatory framework established by Law No. 23-17 of November 15, 2023, governing the allocation of commercial land under the private domain of the state.
To this end, the AAPI requires investors to provide a series of mandatory documents, including the concession contract, specifications, certificate of conformity, minutes of operation, and mortgage release deed.
In his response to a parliamentary question, AAPI Director General Omar Rekache stressed that each application must be rigorously checked before acceptance.
