The Djiboutian President Ismail Omar Guelleh chaired the first Council of Ministers meeting of the 2025 political season on Tuesday, during which he defined his government’s main priorities.
The continued implementation of the Djibouti 2035 Agenda remains the main thrust, affirmed President Guelleh, who emphasised political and financial stability as the key to a strong, inclusive, and resilient economy.
President Guelleh also highlighted the acceleration of public finance reforms, the modernisation of port and road infrastructure to consolidate the country’s role as a regional logistics hub, and the development of digital technology through the newly adopted Code.
Youth, presented as “the future of the nation,” must remain at the centre of public policy with investments in housing, education, health, vocational training, employment, and innovation.
“It is our duty to combat unemployment in order to offer our youth prospects for the future,” the President emphasised.
On the environmental front, he called for sustained efforts to combat the effects of climate change, recalling Djibouti’s rapid response to the drought that affected the region.
Finally, touching on foreign policy, Ismail Omar Guelleh highlighted the security and migration challenges in the Horn of Africa, while welcoming Djibouti’s election as Chair of the African Union Commission, which he said symbolised the continent’s confidence in Djiboutian diplomacy.
He reiterated his support for African and Palestinian causes, calling for the defense of peoples who are victims
of oppression.
