Morocco is placing technological sovereignty at the core of its digital strategy for sustainable development,
Minister Delegate for Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, said at the launch of Orange Morocco’s generative AI solution “Live Intelligence” on Tuesday in Rabat.
The minister stressed that “digital transformation cannot be achieved without national control over technology and data management.”
She recalled that establishing a Moroccan sovereign cloud has become a strategic priority to ensure that critical data remains under national jurisdiction.
This orientation is enshrined in Decree No. 2-24-921 of 22 October 2024, which regulates the use of cloud service providers by organisations of vital importance.
El Fallah Seghrouchni also highlighted the construction of a 500MW hyperscale data centre campus in Dakhla, which is one of Morocco’s most ambitious digital projects.
Designed to support artificial intelligence applications, this infrastructure aims to position the country as a continental digital hub.
On the regulatory front, the minister emphasised the need for an ethical and transparent framework for the use of AI, developed in collaboration with the National Commission for the Control of Personal Data Protection (CNDP).
She stated that digital sovereignty relies as much on technology as on trust and moral responsibility.\
Artificial intelligence has been identified as a key pillar of the “Morocco Digital 2030” plan. The National Conference on AI, held last July, led to the drafting of a national roadmap whose main focus is the development of local skills through a strategic partnership with French company Mistral AI.
Finally, the minister underscored the transformative potential of large language models capable of understanding and generating content in Arabic, Amazigh (Berber), and French, while integrating Morocco’s
linguistic and cultural specificities.
The launch of “Live Intelligence,” developed by Orange Morocco in partnership with Orange Business, marks a new milestone in integrating generative AI into Moroccan enterprises and reaffirms the Kingdom’s position as a key driver of digital innovation in Africa.
