Senegal’s Ministry of Energy and Petroleum, supported by the Millennium Challenge Account Senegal II (MCA-Senegal II), officially presented the SIGTEN digital one-stop platform in Dakar on Tuesday, October 27, 2026.
Designed to centralize and process operating license applications for power sector operators, the integrated platform represents a core component of broader structural reforms intended to modernize energy governance and streamline regulatory administrative procedures across the country.
The project was highlighted during an information workshop organized in partnership with the Senegalese Economic Journalists’ Collective (COJES) to detail regulatory milestones under the Senegal Power Compact, a $650 million joint initiative funded by a $600 million grant from the United States and $50 million from the Senegalese state. MCA-Senegal II Director General Oumar Diop noted that over 19 billion CFA francs are dedicated specifically to institutional reforms, underscoring the critical role of transparent media engagement and multi-stakeholder dialogue in driving reform adoption.
Providing a comprehensive update on the Compact’s three operational pillars—transmission infrastructure, rural access, and sector governance—Permanent Secretary for Energy Oumou Khaïry Diao Diop confirmed that modernizing Senelec’s national transmission network has reached 99% completion. Meanwhile, targeted rural electrification programs are advancing to connect over 300 villages, directly supporting Senegal’s national objective of universal electricity access by 2029. Alongside the upcoming launch of SIGTEN, foundational regulatory achievements include the enactment of the Electricity Code, capacity building for the Energy Sector Regulatory Commission (CRSE), and the creation of the Transmission Network Access Office (BART) to encourage private sector investment and resolve lingering challenges regarding high tariff costs, rural coverage gaps, and grid reliability. Following the Dakar session, the Ministry plans to extend regional outreach forums across Tambacounda, Ziguinchor, and Saint-Louis.
