Libya and Tunisia have entered into a cooperation agreement focused on employment and vocational training to regulate labor flows and bolster training systems between the neighboring nations.
The memorandum of understanding was finalized in Tunis during a meeting between the Libyan Minister of Labour and Rehabilitation, Ali Al-Abed, and the Tunisian Minister of Employment and Vocational Training, Riadh Chaoued. This agreement is designed to structure labor market governance and improve training mechanisms, specifically to address the significant reconstruction requirements currently facing Libya.
The established framework includes plans to modernize vocational training programs and create partnerships between specialized training centers through formal twinning arrangements. Both governments intend to facilitate the exchange of expertise to better align worker skills with the specific demands of the labor market, with a particular focus on the industrial and technical sectors. Furthermore, the cooperation features an economic element intended to strengthen the relationship between the private sectors of both countries, which officials believe will support reconstruction projects, boost business activity, and ease the mobility of skilled professionals across the border.
A significant priority of this partnership is the digitization of employment procedures to enhance transparency and protect worker rights. Both nations have confirmed the adoption of the “Wafed” platform as the official digital tool for organizing recruitment and monitoring labor contracts. By implementing this system, Tunis and Tripoli aim to ensure greater protection for professional trajectories while reinforcing overall economic integration and addressing the regional demand for a highly skilled workforce.
