A new framework for decentralised cooperation has been established between Burkina Faso and the Russian Federation.
Maurice Konaté, President of the Special Delegation of Ouagadougou, and Maksim Kudryavtsev, Mayor of Novosibirsk, have signed a historic twinning agreement between their two regional capitals.
Signed on 11 November 2025, the agreement marks the culmination of a long process of rapprochement and lays the groundwork for a structured partnership between the Burkinabe capital and Novosibirsk, Russia’s third-largest city and the administrative heart of Siberia.
This strategic twinning focuses on several key areas — education, arts, culture, sports and tourism — with the aim of fostering mutual exchanges of experience and expertise between Burkinabe and Russian communities.
On the sidelines of the signing ceremony, Burkinabe culture was given special prominence. A delegation from the Ministry of Trade inaugurated the exhibition “The Grandeur of Bronze: Traditional Culture of Burkina Faso” at the Novosibirsk Regional Museum. Scheduled to run for three months, the exhibition will offer the city’s 1.6 million residents an opportunity to discover the artistic heritage of Burkinabe creators.
In addition, a space dedicated to showcasing Burkinabe craftsmanship and local products has been set up at the regional library, further enhancing the cultural visibility of the “Land of Upright People.”
This twinning agreement represents a major milestone in strengthening bilateral ties, leveraging city diplomacy to build lasting and mutually beneficial connections between the two nations.
