Somaliland says it is introducing travel restrictions from people entering its territory through Somalia, citing insecurity as the reason for the move.
The enclave which has its own currency and othet trappings of an independent state is still regarded as part of Somalia.
It does is not recognised by the international community as an independent entity.
The Somaliland Ministry of Civil Aviation and Airports said the restrictions will prevent airlines from flying passengers through Mogadishu, given the risk this could pose for travelers.
According to the ministry the new measures come into effect on December 1, 2025, with both outbound and inbound international passengers affected.
The restriction rules are that travellers from Hargeisa to third-country destinations, and others flying Somaliland from abroad, will not be allowed to transit through the Somali capital Mogadishu.
“The decision is issued in accordance with Somaliland’s obligations under ICAO Annex 17 regarding aviation security and passenger safety,” according to a statement by the ministry.
“Protecting the security of Somaliland citizens and international travellers remains our top priority” it added.
