The Board of Directors of the African Development Bank Group granted a loan of 17.71 million euros to Cabo Verde on Monday, December 1 , 2025 in Abidjan, to implement the second phase of the e-Governance and Public Financial Management Reform ProgramME.
“The aim of this budget support, following last year’s, is to stimulate economic growth through digitization and private sector competitiveness, while advancing e-governance reforms to modernize public administration and improve public finances,” explained Abdoulaye Coulibaly, Director of the Governance and Economic Reforms Department at the African Development Bank.
The first component of this new phase of the Program continues digitalization reforms to strengthen the competitiveness of the private sector. Digital transformation will be introduced into the judicial system through e-Justice. A call for proposals will be launched to attract private operators to the technology park, within the framework of the “digital nomads” programme. Admission criteria will also be defined to facilitate the establishment of digital nomads and high-growth potential technology companies.
The second component focuses on modernizing public administration and fiscal consolidation. The programme will continue to support policy measures aimed at deepening fiscal consolidation, strengthening transparency, and improving the efficiency of public resource management. It will develop and publish an action plan to reduce tax expenditures and will include estimates of all annual tax expenditures in the 2026 budget to enhance transparency.
The Bank recently supported the government in developing a procurement systems methodology. It will also finance a public spending and financial accountability assessment exercise in the first quarter of 2026. Both of these exercises are financed from the Grant to Middle-Income Countries resources.
According to the report distributed by the APO Group for African Development Bank Group (AfDB), the Ministry of Digital Economy, the Central Bank of Cabo Verde, the Institute for Equality and Equity between Genders, the National Directorate of State Revenue and the Public Procurement Regulatory Authority will remain the main beneficiaries of the Programme.
