The criminal chamber of the Casablanca Court of Appeal sentenced Mohamed Moubdii, former Deputy Minister for the Civil Service, to 13 years in prison for embezzlement of public funds and a fine of 30 million dirhams (about €2.79 million).
Mohamed Moubdii, former president of the Fkih Bensalah (central Morocco) municipal council, a position he held from 1997 until his arrest in April 2023, was found guilty of several serious offenses, including embezzlement of public funds, abuse of power, corruption and falsification of private, commercial, and official documents.
The conviction of this member of the Popular Movement followed a complaint filed by the Casablanca-Settat branch of the Moroccan Association for the Protection of Public Assets.
At the end of 2025, the public prosecutor’s office requested the conviction of the former elected official, also seeking the confiscation of funds deemed to have been misappropriated through the alleged embezzlement of public funds.
The representative of the public prosecutor’s office emphasized that the accused, in his capacity as authorizing officer and municipal official, remained “the protector of public funds under the protection of the law,” which, in his view, justified the seizure of assets derived from the alleged offenses.
This judgment comes after lengthy hearings in a case that garnered significant public attention and considerable social media attention.
