Guinean President General Mamadi Doumbouya officially received the draft of the new Constitution on Thursday, June 26, 2025.
The document is the culmination of an extensive consultation process spearheaded by the National Transitional Council (NTC).
The formal handover took place at the Mohammed V Palace, with Dr. Dansa Kourouma, President of the NTC, presenting the draft to the Head of State. The ceremony was attended by numerous government members, the diplomatic corps, and institutional partners.
According to a press release from the Directorate of Communication and Information of the Presidency (DCI-PRG), this presentation signifies a crucial milestone in Guinea’s ongoing institutional reform. The reform process is firmly rooted in principles of national unity and popular sovereignty. The NTC President outlined the key stages involved in developing the draft, which included national consultations, citizen debates, contributions from essential stakeholders, and final consolidation by a panel of experts. He lauded it as “a participatory and inclusive process” designed to provide Guinea with a constitutional text “faithful to the values and aspirations of the people.”
The Presidency emphasized that General Doumbouya, while guaranteeing the neutrality of the drafting process, did not interfere with the content of the text, thereby ensuring its legitimacy and objectivity.
The next phase will involve popularizing the draft Constitution among the public, ahead of a constitutional referendum scheduled for September 21, 2025. Following the referendum, the drafting of organic laws will commence to facilitate the full implementation of the new institutional framework.
The Presidential press release underscores that this development is a continuation of the process initiated on September 5, 2021, with the overarching goal of building “strong, credible institutions focused on serving the sovereign people.”
