The Malian government has implemented a significant reorganization of its senior military hierarchy, replacing several key officers, including General Keba Sangare, as the country grapples with escalating security challenges and a nationwide fuel shortage.
The major reshuffle was approved during a Council of Ministers meeting on Wednesday, October 22, 2025, chaired by Army General Assimi Goita. The appointments affect strategic positions within the Ministry of Defense and Veterans Affairs.
The major appointments include: Brigadier General Sambou Minkoro Diakite, the former Director General of the National Gendarmerie, has been appointed Head of Military Security, succeeding General Keba Sangare. Brigadier General Elisée Jean Dao, who was recalled from his post as Ambassador to Gabon, will now serve as Deputy Chief of the General Staff of the Armed Forces. Brigadier General Toumani Kone takes over the leadership of the Army General Staff.
These changes follow a series of dismissals of general officers observed since the beginning of the month, amidst internal tensions and intensifying conflict in Mali’s northern and central regions.
The transitional authorities state that the overhaul is intended to restore discipline, strengthen strategic coordination, and optimize operational command on the ground.
The reorganization comes at a critical time, as the deteriorating security situation continues to heavily impact the Malian economy. Repeated armed attacks on tanker convoys have caused significant disruptions to fuel supplies, partially paralyzing transportation and economic activity, especially in Bamako. Faced with these challenges, the government is relying on a tightly knit chain of command and seasoned military leadership in hopes of breaking the spiral of the security and humanitarian crisis.
