The Establishment Convention between Morocco and Senegal, which was signed on March 27, 1964 in Dakar, will be celebrated in Laâyoune, underscoring its historic and symbolic significance as one of the milestones in the exceptional relationship between the two nations.
Mohammed VI Polytechnic University (UM6P) will host a symposium on Monday in the southern Moroccan city of Laâyoune to commemorate the 60th anniversary of the Morocco–Senegal Establishment Convention.
Organised in collaboration with the Timbuktu Institute research centre, based in Dakar and led by researcher Bakary Sambe, the event is part of a broader commemoration of six decades of a bilateral partnership that has become one of the most enduring models of African cooperation, according to the organisers.
The 60th anniversary also coincides with the 50th anniversary of the Green March, a national project symbolizing Morocco’s commitment to development and stability in its southern provinces, and today, to an
African vision of sustainability and sovereignty.
The 1964 convention grants a special status to citizens of both countries, particularly in terms of economic and professional integration. It also facilitates the free movement of goods and people, and provides access to public and private sector employment for Moroccans in Senegal and Senegalese in Morocco.
The Laâyoune gathering aims to reflect on how to transform this historic bond into a strategic lever for the continent through knowledge, science, and the knowledge economy.
Researchers, policymakers, entrepreneurs, and institutional actors from both countries will discuss new dimensions of South–South cooperation, university mobility, food security, and African entrepreneurship, all areas where Moroccan–Senegalese synergy continues to open concrete opportunities.
The event will conclude with the adoption of the Laâyoune Declaration, a structured framework for academic and scientific cooperation calling for the Rabat–Dakar Axis to become a hub of collective intelligence dedicated to supporting Africa’s transformation, according to the organisers.
