The Reflection Days on the Plastic Law in Senegal were officially launched on Tuesday in Dakar by Alioune Ndao, Chair of the Delegations Commission of the National Assembly, representing the institution’s president, El Malick Ndiaye.
Organised by the National Assembly in partnership with the United Nations Development Programme (UNDP), the event aims to assess the implementation of Law No. 2020-04 of January 8, 2020, commonly known as the anti-plastic law.
Enacted to strengthen the fight against plastic pollution, the legislation bans single-use plastics, establishes a deposit-return system for plastic bottles, and enshrines the principle of extended producer responsibility.
In his opening remarks, Mr. Ndao praised the initiative as fully aligned with the National Assembly’s oversight mission. He highlighted that Senegal faces growing plastic pollution, with approximately 200,000 tons of plastic waste generated annually, only a small fraction of which is recycled. This alarming situation has multiple consequences: ecosystem degradation, water pollution, health risks, and significant economic impacts on key sectors such as fishing, agriculture, and tourism.
“This ambitious law marks a turning point in plastic waste management, but five years after its enactment, it is essential to evaluate its effectiveness,” the parliamentarian stated.
He emphasised the need for a thorough assessment, inclusive dialogue, and concrete proposals to improve its implementation on the ground.
Alioune Ndao commended the participatory approach of the event, which brings together parliamentarians, government agencies, local authorities, industry representatives, researchers, NGOs, and development partners.
He also expressed the National Assembly’s gratitude to the UNDP for its technical and financial support in advancing sustainable public policies.
In conclusion, he expressed the hope that the recommendations emerging from the discussions will inform future public policies and strengthen the existing legal framework to ensure more sustainable plastic waste management for the benefit of present and future generations.
