Senegalese members of parliament will convene today, Monday, August 25, 2025, to review a new bill aimed at modernizing and strengthening the nation’s fight against corruption.
Bill No. 12/2025 proposes the creation of a new National Anti-Corruption Office (OFNAC), which would replace the existing anti-corruption body established in 2012.
The bill, a collaboration between the National Assembly’s Law and Finance Commissions, aims to enhance transparency and governance in line with international agreements that Senegal has ratified, such as conventions from the UN, African Union, and ECOWAS.
Key institutional changes include: The current National Office for the Fight against Fraud and Corruption would be dissolved and replaced by a new OFNAC. The process for appointing OFNAC members will be revised to ensure continuity and institutional memory. Conditions for asset declarations will be revised, and individuals subject to them can be questioned according to their status. The new legislation would require the free publication of audit reports from government bodies.
During preparatory discussions, deputies raised concerns about OFNAC’s functional independence, its attachment to the Presidency, and its powers of freezing and seizure. Justice Minister Ousmane Diagne clarified that OFNAC will remain independent and that any seizures would be precautionary. The proposed changes, which include amendments to meet EU and international standards, are intended to make the new office more credible and effective.
