Sierra Leone’s President Brigadier General (Rtd.) Julius Maada Bio has announced a fresh wave of high-level government appointments, introducing significant shifts across key ministerial portfolios, revenue administration, and public health agencies.
The official public notice, signed by Secretary to the President Barba B. Fortune on August 11, 2026, details fifteen major presidential nominations that will be subject to parliamentary approval where applicable.
At the forefront of the executive shake-up, Mr. Karefa A. F. Kargbo has been appointed as the new Minister of Finance. Leading Sierra Leone’s diplomatic and foreign policy affairs will be Mr. Mohamed Rahman Swarray, who steps into the role of Minister of Foreign Affairs and International Cooperation, supported by Mrs. Jeneba J. Bangura as Deputy Minister. Additionally, Mr. Umaru Napoleon Koroma has been named Minister of Employment, Labour and Social Security.
The restructuring extends to critical deputy ministerial and institutional leadership roles aimed at driving energy, mining, and revenue collection efforts. Dr. Steven A. Jusu has been designated as Deputy Minister of Energy II, while Mr. Foday Mousa Fofanah will serve as Deputy Minister of Mines and Mineral Resources. To bolster domestic revenue mobilization and law enforcement, Mr. Abu M. Kanneh has been appointed Commissioner General of the National Revenue Authority (NRA), with Mr. Edmond Nonie appointed as Deputy Commissioner General II. Meanwhile, Mr. Prince A. Bull Luseni takes over as Executive Director of the National Drug Law Enforcement Agency.
The president’s announcement also includes diplomatic and advisory roles alongside major appointments in the health sector. Prof. Foday M. Jaward has been nominated as Ambassador Extraordinary and Plenipotentiary to the Republic of Qatar, while former cabinet officials Mr. Sheku A.F. Bangura and Mr. Timothy Musa Kabba have both been transitioned to serve as Presidential Advisers. To reinforce healthcare governance, Dr. Sartie Kenneh has been named Chairman of the National Public Health Agency, Dr. Donald Alpha Bash-Taqi will chair the Tobacco and Nicotine Control Council, and Prof. Gibril Fadlu-Deen takes charge as Chairman of the Teaching Hospitals Complex Administration Board.
