Togo’s National Assembly officially opened its second extraordinary session of the year on Tuesday, August 11, 2026, to deliberate on five major legislative texts spanning environmental protection, judicial modernization, administrative simplification, and international nuclear safety.
Convened at the request of President of the Council Faure Essozimna Gnassingbé, the parliamentary proceedings were chaired by National Assembly President Professor Komi Selom Klassou.
The legislative agenda features three core domestic bills designed to advance national governance and commercial competitiveness. The first bill establishes a updated management framework for protected areas to enhance biodiversity, soil, and water conservation while safeguarding community customary rights, benefit-sharing mechanisms, and long-term environmental funding. The second bill amends existing commercial court legislation to accelerate case-processing times, secure electronic transactions, and integrate digital tools into the judicial system. To streamline administrative procedures for citizens and businesses, the third text authorizes Togo’s accession to the 1961 Hague Apostille Convention, eliminating lengthy legalization requirements for foreign public documents such as civil records, academic credentials, and cross-border commercial contracts.
Lawmakers are also slated to grant final adoption to four international treaties previously reviewed and approved by the Senate, formally aligning Togo with global nuclear safety standards. These agreements comprise the 1994 Convention on Nuclear Safety, the 1997 Joint Convention on the Safety of Spent Fuel Management and Radioactive Waste Management, the 1986 Convention on Early Notification of a Nuclear Accident, and the 1986 Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency. Together, the measures highlight the government’s commitment to modernizing justice, protecting natural ecosystems, reducing red tape, and reinforcing national safety protocols.
