Zambia’s Constitution Amendment Bill of 2025 is set to be presented before Parliament on 24 June, marking a key step in the country’s constitutional reform process.
Speaker of the National Assembly Nelly Mutti confirmed that the bill’s introduction aligns with the constitutional roadmap, ensuring sufficient time for stakeholders and lawmakers to engage with the select committee tasked with scrutinising the proposed amendments.
Vice President Mutale Nalumango urged Parliamentarians and the public to thoroughly review the bill, emphasizing the importance of citizen engagement in shaping Zambia’s governance framework.
The Constitution Amendment Bill No. 7 of 2025 proposes significant changes, including increasing National Assembly seats from 156 to 211, based on the Electoral Commission’s delimitation report.
It also proposes the introduction of a mixed-member proportional representation system to enhance inclusivity, particularly for women, youth and persons with disabilities.
In addition, the amendment proposes the revision of electoral procedures, including nomination processes, by-election timelines and vacancy regulations.
The bill was published for public consultation from 21 May to 21 June, allowing citizens and stakeholders to provide feedback before its parliamentary deliberation.
