As part of efforts to modernize public administration, the European Centre for Electoral Support (ECES), through the Support Project for Parliament and Electoral Processes (PAPPE), is training staff from several of Chad’s key institutions in strategic planning and digital archiving.
The training programme, currently underway in N’Djamena, targets personnel from the National Assembly, Constitutional Council, Supreme Court, National Electoral Management Agency (ANGE), and the High Authority for Media and Audiovisual (HAMA).
The workshop focuses on two main areas: the development of strategic plans for each institution and the challenges and opportunities of digitizing archives in line with the government’s broader digital transformation agenda.
This initiative aligns with one of PAPPE’s core objectives of empowering institutions to plan ahead, act effectively, and optimize their human, material, and financial resources.
Archival management is seen as a cornerstone of institutional efficiency and transparency. Given the government’s commitment to digitizing its administration and records, the training arrives at a pivotal moment for participating institutions.
Madjiguène Thiam, PAPPE Coordinator in Chad, emphasised that the goal is to build strong, independent and accountable institutions.
“We aim to lay the groundwork for clear, coherent and shared roadmaps that will enable your institutions to fulfill their mandates effectively and within the bounds of their rights and responsibilities,” she stated. “Democracy is not built in a day.”
Amina Radouma Atché, Vice President of the constitutional Council, welcomed the initiative, stressing its relevance in addressing the current governance challenges faced by the country.
