Chad’s National School of Administration (ENA) held a formal graduation ceremony on Wednesday for its 9th cohort.
Held under the theme of republican commitment, the graduating class named “Bintou Malloum” in honour of the country’s first female ENA graduate, celebrates the achievement of 196 newly qualified public
servants, ready to join the ranks of the national administration.
President Mahamat Idriss Déby Itno personally presented diplomas to the top graduates, commending their accomplishments and underscoring that serving the state is a duty, not a choice.
He criticized the reluctance of some civil servants to accept postings in remote areas, calling for a renewed sense of public responsibility.
In his address, ENA Director General Dr. Mahamat Borgou Hassan, highlighted the school’s historic role in shaping Chad’s public service.
He noted that ENA has trained more than 3,000 civil servants and provided refresher training to 4,000 others.
He also discussed ongoing reforms aimed at building a modern, inclusive, and efficient administration.
Mahamat Allamine Alhadj, President of the 19th cohort’s student association, reaffirmed the class’s commitment to serve the state with integrity and discipline, in accordance with the values of public service ethics.
Meanwhile, ENA Board Chair, Dr. Ramatou Mahamat Houtouin, emphasized recent progress in the country’s administrative transformation, citing the digitization of government procedures as a concrete sign of ongoing reform.
The Head of State concluded the ceremony by announcing a series of new measures: an expansion of ENA’s intake to 350 students for the next class, the extension of continuing education programmes to regional provinces, and stricter merit-based recruitment with a particular focus on gender parity and inclusion.
“Be the ethical faces of the Republic,” declared Marshal Mahamat Idriss Déby Itno, officially ushering in a new generation of civil servants entrusted with advancing Chad’s public administration renewal.
