The Presidents of the French National Assembly and Senate reaffirmed France’s unwavering support for Morocco’s territorial integrity during the 5th session of the Franco-Moroccan Parliamentary Forum in Rabat on Thursday, January 29, 2026.
This high-level meeting brought together leaders from all four legislative houses, along with heads of foreign affairs committees and friendship groups, to formalize a shared vision for an “enhanced exceptional partnership.” The Final Declaration highlighted the recent adoption of United Nations Security Council Resolution 2797 and explicitly backed the position established by President Emmanuel Macron in 2024. French legislators called on all parties to commit to this framework, while their Moroccan counterparts expressed deep gratitude for France’s clear and consistent stance on the Sahara.
A significant portion of the forum focused on transforming the Saharan regions into a hub for bilateral cooperation. The delegation agreed to prioritize several key sectors, including ecological transition, sustainable water management through seawater desalination, and infrastructure development. Both sides emphasized the importance of coordinating these investments with the Moroccan Model for the Development of the Southern Provinces, aiming to create training programs and economic opportunities targeted specifically at young people. This economic coordination is viewed as a cornerstone of the broader “Declaration on the Enhanced Exceptional Partnership” signed by the two heads of state.
The two nations also commended their efficient coordination in counter-terrorism and the fight against transnational organized crime. The legislative leaders praised the proactive approach of their respective security services, emphasizing that these operations are conducted with strict adherence to human rights. Beyond security, the forum celebrated the ongoing reforms in Morocco regarding women’s rights, with both sides pledging to strengthen legislation that promotes gender parity and ensures the meaningful participation of women in governance. Looking ahead, the partnership aims to leverage its unique position within Euro-African frameworks to foster inclusive prosperity across the continent.
