The head of the Libyan Presidential Council participated in a virtual meeting of African leaders on climate change
adaptation, at Kenya’s initiative.
President Mohamed Menfi on Monday, joined his African peers in a special meeting dedicated to the challenges of adapting to climate change.
The meeting brought together several leaders from the continent to discuss the political and financial responses needed to address the intensifying impacts of climate change.
Mohamed Menfi’s participation was at the invitation of Kenyan President William Samoei Ruto, in his capacity as Chair of the African Union Committee of Heads of State and Government on Climate Change.
The pan-African body coordinates the continent’s positions in international climate negotiations and monitors commitments made at the multilateral level.
According to information released after the meeting, discussions focused on ways to address the worsening climate challenges, in a context marked by the perceived limited progress of COP30, held last year in Brazil. Leaders examined the development needs of African countries and the persistent constraints related to accessing climate finance, while emphasising the need to support growth based on building resilience.
Discussions also focused on consolidating the climate action agenda adopted at COP30, known as the “Renewed Framework for Accelerating Action.”
This framework aims to accelerate the implementation of concrete adaptation and mitigation measures, taking into account the specific priorities of the African continent in the face of recurring climate shocks.
Within this framework, participants examined the prospects for mobilising financing for the Africa Adaptation Acceleration Program (AAAP 2.0).
This program was launched on the sidelines of the 80th session of the United Nations General Assembly, held in September 2025, with the aim of strengthening the capacity of African countries to anticipate and absorb the effects of climate change.
The meeting reaffirmed the importance of strengthened African coordination in order to advocate for common positions and secure concrete financial commitments commensurate with the scale of the climate challenges facing the continent.
