The National Monitoring Committee of Mali’s Local Mining Development Fund (FMDL) on Tuesday, 29 September 2026, approved investment projects proposed by local authorities to be financed from a CFA18.435 billion allocation drawn from mining revenues for the 2025 financial year.
Meeting in Bamako under the chairmanship of Economy and Finance Minister Alousséni Sanou, the National Committee reviewed projects submitted by regional committees, involving an allocation of CFA18 billion 435 million.
The approved investments include the construction of boreholes and classrooms, the equipping of health centres and the production of school desks and benches. According to the authorities, each local authority set its priorities based on the allocation it received.
The approval comes nearly seven months after the national committee’s first session, held on 2 March. That meeting set the resources mobilised for the 2025 financial year at CFA18,435,386,334 and approved their allocation among local authorities.
The mechanism provides for 50 percent of the resources to be allocated to communes directly affected by mining activities. Other local authorities located in mining areas receive 25 percent, while the remaining quarter is allocated to local authorities in Mali’s other regions.
Established under the 2023 Mining Code, the FMDL operates through communal, regional and national committees. Communal committees identify local needs, regional committees select development projects, and the national committee approves them.
The national committee is also responsible for monitoring the collection, allocation and use of the fund’s resources.
In the Bougouni region, representatives of 57 communes reviewed their proposals on 17 September before submitting them to the next administrative level. Similar sessions were held in several other regions.
The approval of the projects paves the way for their implementation but does not mean that the investments have already been carried out. The full list of projects, their respective costs and implementation schedules have yet to be specified.
