The International Civil Aviation Organization (ICAO) concluded on Friday an audit mission in Senegal as part of the ICAO Coordinated Validation Mission (ICVM).
The mission aimed to assess the performance of the National Civil Aviation and Meteorology Authority (ANACIM) in overseeing aviation safety.
Focusing on the air navigation services (ANS) sector, the audit – pending the final report – yielded an exceptional score of 94.34%, up from 77% in the previous evaluation conducted in 2019. This achievement raises Senegal’s overall civil aviation safety oversight rating from 85.26% in 2024 to 88.35% in 2025.
Speaking at the closing ceremony, ANACIM Director-General Dr. Diaga Basse hailed the strong performance, attributing it to the collective commitment of all air navigation service providers, including ASECNA, AIBD SA, and the Air Force, as well as to the continued support of national authorities.
He also underscored the key role played by the Government Secretariat and the Ministry of Land and Air Transport, whose backing led—following the 42nd ICAO Assembly—to the adoption of new regulatory texts during the Council of Ministers meeting on October 9, 2025.
Among these new measures are: a draft decree establishing and defining the organization and operational framework of Search and Rescue (SAR) services in peacetime; a draft decree setting the basis and rates of fees and charges for services provided by ANACIM; and a draft decree determining the amounts of aviation fines and penalties, among other regulatory improvements.
The ANACIM management reaffirmed its determination to maintain this momentum of excellence through enhanced coordination with all stakeholders and implementation of ICAO recommendations, with the goal of further consolidating Senegal’s achievements in civil aviation safety oversight.
