Peru has formally reaffirmed its support for Morocco’s territorial integrity and sovereignty over Western Sahara, backing the Moroccan Autonomy Initiative as the framework for resolving the regional dispute.
Following bilateral discussions on the sidelines of the 81st United Nations General Assembly in New York, Peruvian Foreign Minister Carlos Espá y Garcés Alvear and Moroccan Foreign Minister Nasser Bourita signed a joint communiqué establishing Lima’s intention to open a diplomatic consulate in the southern city of Dakhla.
The proposed consular facility in Dakhla is designed to serve as a strategic trade platform to facilitate Peruvian commercial access to broader African markets. In the joint statement, Foreign Minister Espá characterized the Moroccan autonomy plan as a just, lasting, and mutually acceptable political resolution, while pledging Peru’s full alignment with UN Security Council Resolution 2797, adopted in October 2025, which reinforced international diplomatic efforts centered on Rabat’s governance proposal.
