The new body is tasked with overseeing the implementation of the National Charter for Peace and Reconciliation, adopted in 2025 following the inter-Malian dialogue.
The observatory will be chaired by former Prime Minister Ousmane Issoufi Maiga, who also led the Charter’s drafting committee.
The establishment of this body is a continuation of the inter-Malian dialogue organised in 2024, launched after the transitional authorities denounced the Agreement for Peace and Reconciliation
stemming from the 2015 Algiers process.

Structured into several sections and chapters, the national charter sets out political and institutional guidelines aimed at reshaping public action around living together, peace, and strengthening national unity. The observatory will be tasked with monitoring the charter, evaluating the implementation of the commitments made, and formulating recommendations to the relevant authorities.
According to the Malian authorities, the creation of this body should give the charter a concrete and lasting dimension, amid ongoing efforts to stabilise the country’s political and security situation.
