The Malian Public Treasury raised 60.5 billion CFA francs through a public securities issuance on September 2, 2026, surpassing its initial targeted amount of 55 billion CFA francs, according to operational data released by UMOA-Titres.
Conducted on the West African Monetary Union (UMOA) regional financial market, the auction generated high investor demand, attracting 67.99 billion CFA francs in total bids and achieving a coverage rate of 123.61 percent, with formal settlement scheduled for September 3.
The fundraising was structured across three main maturities, with three-year Treasury bonds comprising the bulk of the transaction by securing 40.23 billion CFA francs at an average yield of 7.69 percent. Five-year bonds generated an additional 10.94 billion CFA francs at a yield of 7.40 percent, while one-year Treasury bills accounted for 9.33 billion CFA francs at an average yield of 4.89 percent. Domestic financial institutions anchored the issuance, as Malian intermediaries submitted winning bids totaling 49.32 billion CFA francs, representing 81.5 percent of the overall capital raised. Regional participation was led by Burkina Faso with 4.29 billion CFA francs, followed by Côte d’Ivoire with nearly 4 billion CFA francs, Guinea-Bissau with 2.6 billion CFA francs, and smaller contributions from Senegal and Benin.
The latest operation brings Mali’s total auction-based debt mobilization for 2026 to 900.72 billion CFA francs, supplemented by two private bond placements executed in February and July that raised 107.7 billion and 117.05 billion CFA francs respectively. In total, the Malian government has mobilized approximately 1.125 trillion CFA francs since the start of the year, achieving 77.6 percent of its annual domestic borrowing target of 1.45 trillion CFA francs across a planned schedule of 27 issuances. While the 2026 target represents a 21.5 percent increase over the 1.193 trillion CFA francs mobilized in 2025, the elevated borrowing pace takes place alongside major debt service obligations, with Mali having repaid 786.31 billion CFA francs on UMOA-monitored operations through late July.
