The Minister of Public Administration and Political Affairs, Hon. Amara Kallon, announced that the government is taking active steps to strengthen Sierra Leone’s public service through comprehensive institutional reforms, continuous professional training, improved inter-agency coordination, and enhanced staff welfare.
Speaking at the government’s weekly press conference at the Miatta Civic Centre in Freetown on Tuesday, August 5, 2026, Minister Kallon emphasized the indispensable role public servants play in delivering essential services across healthcare, education, engineering, security, and general administration, noting that government functionality relies directly on their daily contributions.
The proposed reform agenda focuses on establishing clear operational roles across all administrative tiers, from entry-level personnel to Permanent Secretaries and Ministers, while streamlining reporting mechanisms across ministries, departments, agencies, and commissions. Under the forthcoming Public Service Bill and Act, the Public Service Commission is slated to assume a stronger central coordinating mandate to foster institutional synergy. To support these structural updates, Minister Kallon highlighted plans to upgrade the Public Service Academy into a modern hub for continuous professional development, ensuring civil servants stay equipped with essential competencies to adapt to rapid technological shifts, including developments in artificial intelligence.
In addition to institutional structure and skill development, the government is focusing on improving public servants’ living conditions, particularly through targeted housing initiatives. Minister Kallon disclosed ongoing efforts to establish partnerships and financing frameworks that provide affordable housing options tailored to employees’ earnings via payroll deductions at source. Emphasizing that effective service delivery requires favorable working conditions, the minister affirmed that the reform process will incorporate broad cross-sector consultations to construct a coordinated, professional, and responsive public service tailored to the needs of Sierra Leonean citizens.
